In localized attributes (e.g. '$Resources:core,key') a file with extension .resx is referenced (in this sample 'core.resx'. This could be an existing SharePoint resource file or a .resx-file in the application. This includes references to all locales of a resource file (e.g. 'core.de-de.resx').
