Solution should not be deployed globally to reduce the impact of the solution for the SharePoint farm. Note: this guidance does not apply to SharePoint 2013 and further.

Add either SafeControls, DWPFiles, CASPolicies or ApplicationResourceFiles to ensure that the solution is deployed to a dedicated web application.
