Define unique value for 'Id' in CustomAction

Define a unique value for attribute 'Id' in CustomAction. The ID may be a GUID, or it may be a unique term.

Replace the attribute 'Id' with a unique term or a GUID. If the Id is not unique it is for instance not possible to hide the custom action with HideCustomAction.
