For each .resx file in an App a corresponding entry 'SupportLocale' in AppManifest should exist (except for 'Resources.resx'). Otherwise the .resx file should be removed from the App package.

Create the missing entry for the .resx file or remove the file from the App package.
A common issue arises if the .resx file is contained in the package but is not correctly linked to the AppManifest.xml according to the ZIP scheme.
