SPC060210: Consider to only deploy Farm Scoped Timer Jobs when required

A Farm Scoped Timer Job can signify a risk to the farm. If it becomes unstable or slow it will affect the entire farm and can potentially bring the Farm down.The upgrade process of Farm Scoped Timer Jobs is also a concern, the process is complicated and can easily go wrong.A final note, most Farm Scoped Timer Jobs cannot be migrated to the CAM model without re-architecting the solution considerably.
