Steps
Report the consumption
- Go to Reports > Add Report.
- In the “Report Template LibraryTemplate libraryA template library is the catalog of prebuilt items you start from when you add something new in Rencore Governance.Read more”, filter by the service Copilot Studio and choose:
- “Current Month Copilot PAYG Costs by Billing Plan”
- “Copilot PAYG Cost Analysis - 30 Days” or “Copilot PAYG Cost Analysis - Last Month”
- “Weekly Agent Usage Analytics - 90 Days”, for the conversation volume per agent
- Save the reports and add them to a dashboard for the people who own the budget.
Get a violation when a Plan goes over its limit
- Go to Policies > Policy Options ([…]) > Create Policy.
- Choose PAYG Plan Limit Exceeded - 7 Days. It flags pay-as-you-go Plans whose billing amount goes over 250 within 7 days.
- On the “Logic” screen, change the amount and the period to your own limit, then save. See Create a Policy from a Template.

- For agents that cause the spend, “Quarantine or release a Copilot Studio agentCopilot Studio agentA Copilot Studio agent is an AI agent someone built in Microsoft Copilot Studio.Read more” stops the agent from answering until you release it. Try it on one agent with a manual trigger before you connect it to the policy.
What you see
The reports show the cost per pay-as-you-go Plan for each period. The policy shows a violation for every Plan over your limit, and the automation runsAutomation batchAn automation batch is the group of automation runs that started from the same trigger at the same time.Read more for each new violation.
Limits
- Cost is reported per pay-as-you-go Plan. Microsoft does not bill per agent, so use the conversation volume per agent to see which agents consume the most.
- Rencore Governance does not cap or throttle consumption. The hard limit is set in Microsoft billing.
- Rencore Governance cannot unpublish an agent. Quarantine is the way to stop it.
Frequently asked questions
Why does the daily costs report show no data for Copilot Studio?
Cost data comes from the Azure scan, not from the Copilot Studio scan. Grant the Azure consent and assign the Reader role on the Azure Subscriptions that hold the pay-as-you-go Plans. Your tenant also needs a Copilot Studio pay-as-you-go Plan, or the cost reports stay empty.
How do I get a violation when a pay-as-you-go Plan goes over its limit?
Go to Policies > Policy Options ([…]) > Create Policy and choose PAYG Plan Limit Exceeded - 7 Days. It flags Plans whose billing amount goes over 250 within 7 days. On the Logic screen, change the amount and the period to your own limit, then save.
Can I see how much each Copilot Studio agent costs?
No. Cost is reported per pay-as-you-go Plan, and Microsoft does not bill per agent. Use the Weekly Agent Usage Analytics - 90 Days report to see the conversation volume per agent and find which agents consume the most.
How can I stop an agent that is causing high Copilot Studio spend?
Use the automation action Quarantine or release a Copilot Studio agent. It stops the agent from answering until you release it. Rencore Governance cannot unpublish an agent, so quarantine is the way to stop it. Try it on one agent with a manual trigger first.
Does Rencore Governance cap or throttle Copilot Studio consumption?
No. Rencore Governance does not cap or throttle consumption. The hard limit is set in Microsoft billing. Rencore Governance reports the cost and flags Plans over your limit through a policy before the Microsoft invoice.
